The report started from raising the problem of participation in decision-making in the Arab world, according to an analysis based on a gender approach. It also takes into account the importance of understanding the role of economic, social, cultural and institutional structures in Arab societies and in light of globalization. From this point of view, the concept of decision-making and its forms is discussed and expanded, and the factors that shape the ability of women and men to contribute to decision-making processes at various levels are analyzed, taking into account the emerging and renewed relationship between these levels (within the family, the economy, the state and institutions).
